Tobacco & Vapes Bill: UKVIA urges enforceable, harm-reduction-focused vaping regulation

The UK Vaping Industry Association (UKVIA) has submitted a “detailed, evidence-led” response to the government’s call for evidence on the Tobacco & Vapes Bill, urging ministers to adopt regulation that strengthens vaping’s role in harm reduction without restricting adult access to the products that help them quit smoking.

The submission follows two months of intensive work by a dedicated UKVIA working group, which brought together data, technical expertise and frontline experience from across the sector. The association said the unified response arrives at a “crucial moment” as the government finalises its approach to the future regulation of vaping.

At the core of UKVIA’s submission is a call for a “simple and enforceable” product-registration model designed to support Trading Standards teams and reduce the flow of non-compliant products. The association is also advocating for robust but workable testing and manufacturing standards aligned with international best practice, and for evidence-based rules that preserve adult access to the flavours and devices they rely on to quit tobacco and remain smoke-free.

The trade body reiterated that enforcement must be directed at illicit sellers and non-compliant imports rather than at responsible companies investing in quality, legal products. Illicit activity, it warned, is continuing to undermine legitimate operators attempting to comply with existing and emerging regulations.

Beyond the submission itself, UKVIA said it is deepening engagement across Parliament as the Tobacco & Vapes Bill progresses through both Houses. The association is meeting MPs and peers from all major parties, providing briefings, and outlining the operational realities faced by compliant businesses.

UKVIA is also working directly with ministers and officials as the legislation is developed. The association expects the implementation phase to be decisive, with secondary regulations and technical guidance set to determine how the new regime functions day-to-day.

“Our aim is to ensure responsible businesses are protected, regulation remains proportionate, and enforcement is focused where it matters,” UKVIA said. “Most importantly, adult smokers must continue to have access to vaping as a cessation tool and as a core public-health prevention model.”
